Our Team
 
Safety P.A.T.H. was established in 2008 by Vince P. Garnier CD, MPA, NEBOSH.  With more than 34 years of combined international experience in law enforcement and Occupational Health and Safety public policy and regulatory enforcement [as the former Provincial Director of OHS Investigations and Technical Services with the Province of Nova Scotia], Vince always ensures that clients' expectations are exceeded, which you will see in the Testimonials link.  
 
With extensive experience as an OHS regulatory director, a seasoned law enforcement criminal and narcotics investigator, OHS government investigator, and a university OHS instructor, Vince understands the appropriate balance between workplace safety and business productivity and sustainability.  

An alumni of Harvard University, Cambridge, Massachusetts, USA, and Dalhousie University, Halifax, Nova Scotia, Canada, Vince shares his education, knowledge and experience with clients to help guide them toward a safe work culture and business prosperity.

Patrick (Pat) Murphy has approximately 30 years of RCMP (investigation and supervisory) experience, and an additional 11 years of environment and OHS regulatory experience where he served in various capacities, including:

1974 - 2003
- Major Crime Unit (lead investigator on major homicide investigations,international drug importation files, etc.)
- RCM Police supervisor (1994 - 2003) (mentoring police officers and investigators, managing investigation case files, advising police investigators on cause analysis, assisting in preparation of evidence for court purposes following the laying of charges)

2003 - 2005
- Inspection & Investigation Coordinator (NS Department of Environment and Labour) overseeing and advising on workplace and environmental accidents and issues of non-compliance leading to search warrants and charges.)

2005 - 2014
- Regional Director, OHS Division, NS Department of Labour (led a team of 10 - 15 OHS inspectors and investigators; attended and mentored staff during inspections and serious workplace accidents and fatalities; gathered evidence pursuant to the legal Rules of Evidence); drafted and executed search warrants and investigative warrants; drafted and laid provincial OHS regulatory charges; testified at court; liaising with Public Prosecution Service; taught investigation techniques to government OHS inspectors and investigators; etc.)

2015 - Present
- Lead OHS investigator with Safety P.A.T.H. Inc., based in Halifax, NS  
- Work with clients to identify root causal factors pertaining to accidents in all industry environments, including but not limited to: forestry, farming, manufacturing, pulp and paper mills, fishing, healthcare, etc.
- Provide comprehensive investigation report to law firm representing employers.
- In concert with the President and Chief Consultant of Safety P.A.T.H. OHS Consulting Inc., provide a detailed analysis of the OHS Investigation Report compiled by the Ministry of Labour inspectors.

Jim P. LeBlanc is the senior Occupational Hygiene instructor and consultant with Safety P.A.T.H. Inc. Jim has been in the field of occupational hygiene since 1979, both, as a private consultant and as the senior OHS regulator with the Province of Nova Scotia.   

During his 30+ years of employment with the Nova Scotia Department of Labour, he held the positions of:

- Executive Director of the OHS Division
- Director of Occupational Health
- Director of Safety Training
- Occupational Hygienist

As the Executive Director of the OHS Division, Jim was the senior government OHS regulator in Nova Scotia responsible for the administration and enforcement of OHS laws in all provincially-regulated industry sectors.  

He was also the lead content expert on many related laws that were developed and enacted in the province, and he provided advice to provincial and federal counterparts on OHS laws and regulatory practices inside and outside Nova Scotia jurisdiction.  He was the sole decision-maker on OHS appeals and deviations that were granted in Nova Scotia.  

In addition, Jim approved and provided advice on multiple complex and technical Codes of Practice for various industries, and he was the senior regulatory decision-maker on appeals submitted to the OHS Division. Jim also worked in the private sector as a senior Occupational Hygiene consultant. Recognized and respected Canada-wide for his high level of occupational hygiene and regulatory and technical knowledge and abilities, Jim is a top asset of Safety P.A.T.H.

Mark Hartlen is a forensic interviewing expert.  A graduate of Dalhousie University, Mark has 28 years of experience in law enforcement and is the President of the Halifax Police Association. He has been a Certified Polygraph Examiner since 1995 and also is a Forensic Hypnotist receiving his certification at the University of Houston in 1997. 

Mark has delivered training to hundreds of professionals nationally and internationally in interview and interrogation techniques, skills and expertise that are offered through Safety P.A.T.H.. His audiences have ranged from all levels of government to private enterprise. Mark's investigative experience has seen him interview thousands of subjects throughout his career on a broad spectrum of topics.

Mark joined the Safety P.A.T.H. team in 2013 and is a regular instructor in the field of forensic interviewing techniques and obtaining detailed and effective (oral and written) statements, subjects that are part of the Advanced-Level Accident Investigation Training Program at Dalhousie University.
